Planning, Budget and Acquisition
The Office of Legacy Management’s Planning, Budget and Acquisition Team performs the following management functions for Legacy Management:
Plans, develops, and implements improvements in efficiencies of business processes and identification of opportunities for reengineering or restructuring.
Plans, develops, and implements strategic planning efforts which include analyzing the current organization annual and long-term goals, and the best approach for achieving those goals.
Plans, develops, and implements systems and processes for budget formulation, including identification of priorities for future spending and an itemized forecast of future funding and expenditures during a targeted period of time through the collection and use of performance information to assess the effectiveness of programs to develop budget priorities.
Plans, develops, and implements systems and processes for budget execution, including day-to-day requisitions and obligations for agency expenditures, invoices, billing dispute resolution, reconciliation, service level agreements, and distributions of shared expenses.
Accounts for assets, liabilities, fund balances, revenues and expenses associated with the maintenance of DOE and federal funds and expenditure of federal appropriations (Salaries and Expenses, Operation and Maintenance, Procurement, Working Capital, Trust Funds, etc.) in accordance with applicable Federal standards.

PlanningThe PBA Team coordinates LM program planning. This entails input into DOE’s Strategic Plan and LM’s Strategic Plan (provide link to the LM Strategic Plan). Other planning activities include developing a program plan, planning done in response to the Government Performance and Results Act and operational plans such as five year plans.
Budget FormulationThe PBA Team manages the formulation of LM’s budget in response to program ongoing commitments, emerging requirements and future opportunities. They serve as the primary interface between the LM organization and the Department’s Chief Financial Officer. They oversee the formation of LM’s Corporate Review, Office of Management and Budget, President, and Congressional budget submissions.
Financial ManagementThe PBA Team implements the Office of Management and Budget Circular A-123 and the Federal Managers Financial Integrity Act which require that the Office of Legacy Management establish a corporate program to effectively implement and manage internal controls over financial reporting. The PBA Team Leader is the LM Management Control Officer. Internal control is a major part of managing an organization. It comprises the plans, methods and a procedure used to meet missions, goals and objectives. In doing so it supports performance based management. Internal control also serves as the first line of defense in safeguarding assets and preventing and detecting errors and fraud. The PBA Team also provides coordination of DOE Inspector General and General Accountability Office audits and reviews.
Budget ExecutionThe PBA Team executes the Legacy Management budget. In response to program requirements the PBA Team uses the established principles, processes, procedures, timing relative to the distribution and control of the LM budget. These systems and processes ensure compliance with public law and the Office of Management and Budget and Department of Energy directives during the budget execution. Overall budget execution activities related to the control and distribution of funds are standard and are listed below with approximate time frames: Call for estimated unobligated carryover (June); Call for initial Approved Financial Plans (AFP) (July); Call for mandatory obligation requirements, if required (September); Passage of appropriation acts or continuing resolution (September/October); Submit initial apportionment requests for unobligated carryover and/or new appropriations (August); Issue base table quarterly); Issue AFPs and Advice of Allotment (monthly); Process reprogramming, restructuring, or appropriation transfer requests (as required); and Process rescissions and/or deferrals (as required).
ProcurementThe PBA Team coordinates the acquisition of assets and entities to assist LM in carrying out its program mission. PBA serves as a one stop shop for LM programs to acquire assets and services needed to complete program goals. The primary interface is to the Office of Procurement Services (link to Procurement Services) where contracting authority resides to assist LM in fulfilling its mission requirements. The PBA Team uses the established procurement processes and procedures to ensure compliance with the Department of Energy Acquisition Regulations in acquiring assets. The PBA Team makes extensive use of DOE’s acquisition systems such as the Strategic Integrated Procurement Enterprise System (STRIPES).
