Letter to Chairmen and Ranking Members of the Congressional Defense Committees |

Section 3153(f) of the National Defense Authorization Act for Fiscal Year 1998 [42 U.S.C 7274h(c)(6)] directs the Secretary to submit to Congress every six months a report setting forth a description of, and the amount or value of, all local impact assistance provided by the Office of Worker and Community Transition. Enclosed is the Department of Energy's Semi-Annual Report on Community Transition Activities, Fiscal Year 1998 that details the amount and value of all local impact assistance provided during the preceding six months and describes the results of these efforts. To date, 11 communities have begun community transition planning and many have implemented programs and projects. These activities have retained, expanded or created over 12,500 jobs. An additional 17,500 jobs are projected to be created over the next few years as the result of these efforts. To date, the program has created one job at an average cost of just over $11,000 per position, a figure that compares favorably with other economic development activities. Over 1,100 jobs have been created by community transition activities in the first six months of FY 1998. During this same time period, the Office of Worker and Community Transition awarded $21.1 million in local impact assistance to six sites.
