ESTABLISHMENT OF A TASK FORCE ON
WORKER AND COMMUNITY TRANSITION

Effective immediately, a task force is established to coordinate worker and community transition assistance as the Department goes through a period of changing priorities. It will be chaired by Bob DeGrasse, Special Assistant to the Secretary. The task force will be comprised of representatives from the Offices of Defense Programs, Procurement, Environmental Restoration and Waste Management, General Counsel, and Domestic and International Energy Policy. Much of the initial work of the task force will be to support the implementation of the Fiscal Year 1993 Defense Authorization Act which is aimed at mitigating effects on workers and communities as the work force is restructured at the Department's defense nuclear facilities.

The above legislation should be applied wherever work force restructuring takes place in the Department. The task force will draw from other Headquarters elements, as necessary, to facilitate this broader implementation.

Over the next 4 months, the task force will be involved in an intense effort to implement our fiscal year 1994 budget initiatives. After that effort, the need to continue the task force will be assessed.

The above named offices should identify task force members to Bob within 2 days of the date of this memorandum.
