Modification 038 to the Fernald Closure Contract (DE-AC24-01OH20115) was signed on March 29, 2003.  Modification 038 clarified the scope of work and definition of closure; brought scope into the contract; eliminated the “completion” definition; and incentivized achievement of the December 31, 2006, target closure date.  The significance of the Modification 038 provisions necessitated that both the Performance Management Baseline (PMB) and the Performance Management Plan (PMP) be updated.  The Modification 038 Baseline Replan that updated the PMB was approved by EM-1 on October 1, 2003.  The PMP update was approved by the EM Configuration Control Board on December 18, 2003.
