Celinda Crawford
Celinda H. Crawford is the Director of the Office of Business Operations in the U.S. Department of Energy (DOE) Office of Legacy Management (LM). Ms. Crawford’s employment with the federal government includes 19 years with the Department of the Navy and DOE in a variety of professional and managerial roles. In her current position she is responsible for records and information management associated with over 70 sites that are closed and no longer support a DOE mission. She is also responsible for the oversight of pension plans and post-retirement benefits for retired contractor workers formerly employed at those sites. In addition, she is responsible for strategic planning, program integration, finance and budget, acquisition, human resources, and administrative support for LM.
Ms. Crawford recently completed an intensive self-assessment of LM. As a result of the self-assessment, the Office of Management and Budget designated LM as a High-Performance Organization. LM is only the second federal agency to achieve this designation. Ms. Crawford provided oversight for the development of criteria for and solicitation of a new performance-based support service contract for LM; the contract is designed to operate within the High-Performance Organization concepts and requirements.
In her previous position with the National Energy Technology Laboratory (NETL), Ms. Crawford served as Director of DOE’s Office of Environmental Technology, where she was responsible for an annual budget of more than $100 million. Her responsibilities included developing and deploying new technologies and developing best business practices and procedures, including total cost management, specialized cost estimates, and major project reviews for customer organizations throughout DOE. Before her position at NETL, Ms. Crawford was Program Manager for the Rocky Flats and Los Alamos sites in DOE’s Office of Environmental Management. |
